Michael Brown 53af9905e0 [peerdist] Allow PeerDist to be globally enabled or disabled 
Allow the use of PeerDist content encoding to be enabled or disabled
via the ${peerdist} setting, e.g.:

  # Disable PeerDist
  set peerdist 0
